Shouldn't all spending cut negotiations BEGIN at the 4 trillion dollar mark?

I'm okay with that, but it can't all come in spending cuts for one thing. Let's cut everything, including defense spending, and let's raise revenue by increasing taxes on the rich and closing all tax loopholes for all tax brackets.
