How do strugling artists make money?

a friend of mine is an artist. he creates beautiful pastel drawings, he is pionate about his art and loves drawing. he would love to get his artwork known and ultimately make a living from it, he has tried various things to do this, but finds that it costs so much money to get his art throught the vetting processes of exhibitions etc and he wants to know what resources are out there to help him to realise his dream. at the moment he is feeling disillusioned because it all seems to boil down to money and not only that, but how does he get people to take notice of his art and want to find more about his art. he is really very good.
