Need other Girls advice?

whenever i shave my pubic hair, like on the edges and the whole area to make it smooth, i cant wear swim suits because you see the little black hair follicles under the skin (its the hair that hasn't grown in) i know they re not in grown hairs, i cant dye my hair or get it laser removed, but is there any way in my own home to get the dark hairs under the skin still to become less visible, i cant Wear swimsuit bottoms because its embarring. I'm 15 years old and its been this way ever since i can remember... please help
